Businesses in a Twin Cities suburb are complaining that police are costing them money, and a 32-year-old Rosemount man, a war veteran, is accused of killing his neighbors and police and then barricading himself in his home, according to the indictment filed Wednesday in Dakota County Court. Samantha Denise Falkenberg, 22, was arrested by Rosemount police last Thursday night, the Dakota County district attorney's office said. A South St. Paul Police sergeant was charged Friday with running over a peace officer while on the run from RoseMount police earlier this week, the department said. Police say the driver was issued with a ticket and had expressed concern to the department after a pothole was reported. The suspect who shot and killed a Rose Mount police officer who tried to overpower him fled on foot Thursday night in the parking lot of an apartment complex in Sioux Falls, South Dakota, from a police officer and other officers in an unmarked car on Interstate 35 in Sioux County, Minnesota, and into the woods near the town of Sioux City, Minnesota, the Fargo-Moorhead Police Department said.

Rosemount was founded in 1858 as a commune and incorporated in 1862 into a town that includes the ancient villages of Rosemount and Pine Bend.
